VIETNAM-CHINA BORDER SITUATION: PILOT AUTOMATIC CUSTOMS CLEARANCE AT BORDER GATES

MDCT admin - 01/03/2024

According to on-site reporters, starting from February 18, all border gates in the northern region have resumed normal operations, facilitating the import and export of goods, after a 7-day Lunar New Year holiday break.

In Lang Son province, information from the Management Board of Economic Zones at Lang Son province border gates stated that on February 18, all 7 border gates in the province resumed normal operations after a week of temporary suspension or restricted customs clearance for import and export goods.

These border gates include: Huu Nghi International Border Gate, Dong Dang International Railway Border Gate (Cao Loc district), Chi Ma bilateral border gate (Loc Binh district), Tan Thanh auxiliary border gate, Coc Nam Border Gate, Na Hinh Border Gate (Van Lang district), and Na Nua auxiliary border gate (Trang Dinh district).

Previously, Chinese authorities had announced a temporary suspension of customs clearance procedures at border gates in Lang Son and Quang Ninh provinces from February 10 to 13 (the first to fourth day of Lunar New Year) for the Tet holiday.

Subsequently, customs clearance resumed from February 14 to 17 for pre-registered import and export cargo. From February 18 onwards, customs authorities resumed normal operations.

Information from Lang Son province revealed that on the afternoon of February 25, the Secretary of the Lang Son Provincial Party Committee and his delegation conducted a field survey on the construction progress of the smart border gate project in Guangxi, China along the specialized route for transporting goods between Huu Nghi Border Gate (Lang Son, Vietnam) and Huu Nghi Quan (Guangxi, China). They also surveyed the processing, manufacturing, and packaging activities of agricultural products imported from Vietnam into Guangxi, China, at the Trang Ha Trach Industrial Park, Binh Tuong Town, Guangxi, China.

The highlight of this smart border gate project is the use of self-driving container transport vehicles, capable of crossing the border without human intervention, allowing for continuous 24-hour customs clearance with a capacity of up to 2,800 containers per day.

According to the proposed plan by China regarding the location and construction plan of the smart border gate project between China and Vietnam, the total operating distance of self-driving vehicles crossing the border is approximately 3.6 km (with 3.1 km in China and over 500m in Vietnam).

It is estimated that upon completion of this smart border gate, the capacity for customs clearance of import and export goods will reach 2,800 containers per day, an increase of approximately 1,600-1,800 containers compared to traditional customs clearance methods.

The Huu Nghi (Vietnam) - Huu Nghi Quan (China) smart border gate project is implemented by the government of the Choang Autonomous Region of Guangxi, China, based on satellite positioning and 5G technology. This border gate utilizes self-driving container transport vehicles, automatic crane equipment, intelligent map inspection systems, and allows for continuous 24-hour unmanned automatic customs clearance.
